우리는 항상 대한민국 방어를 위해 ‘오늘밤 싸운다’란 각오로 준비돼있어야만 한다. 이것만으론 부족하다. 우리는 한국민으로부터 신뢰와 존중을 유지해야만 한다.
사단 내 1만여 명의 병사가 명예와 전문가 의식으로 복무하고 있으나 최근 10명의 병사들이 저지른 기강 해이 행동은 사단의 전체적인 준비태세를 약화시키고 한국 이웃과의 관계에 영향을 미쳤다.
본인은 최근 사건에 대해 심각하게 걱정하고 있다. 우리는 10명의 병사들이 저지른 부적절한 행동으로 60여 년이 넘게 쌓아온 관계가 퇴색되는 것을 좌시하지 않을 것이다.
우리 장병들은 한국법에 적용을 받으며 이러한 법이 존중될 수 있도록 우리는 대한민국의 경찰과 법무부와 완벽한 협력을 유지해 나갈 것이다. 한국의 법 체계의 수사 및 조치를 기다리면서 상기 장병들은 미 육군에서 추방당할 수 있는 절차를 밟게 될 것이다.
본인은 어제 미 제2보병사단에 근무하는 모든 1만여 명에게 적용되는 조치를 지시했다. 본 지시사항은 음주 금지 그리고 3~4일 주말 휴일 휴가 금지, 주말 휴가 정책의 재검토, 책임 있는 행동 훈련, 과거 그릇된 행동을 했던 모든 장병들의 재검토 및 우리의 규율과 준비태세와의 관계에 초점을 맞춘 지휘관 세미나가 포함된다.
이러한 노력의 하나로 우리는 모든 훈련과 사단에게 부여된 증강된 긴장관계 속에서 전체적인 준비태세를 확고히 할 수 있는 위험요소에 대한 접근법 또한 재검토할 것이다.
우리는 우리의 지역 친구들과 이웃들의 지속적인 지원에 감사하고 있다. 우리는 한국전 혈맹으로부터 굳건하게 이루어진 우리의 60여 년간의 공조에 피해를 끼치는 10명 병사들의 행동을 용납하지 않을 것이다.

Statement by 2nd Infantry Division Commander

CAMP RED CLOUD, South Korea – “Readiness is the foundation of our mission here as part of the ROK-U.S. Alliance. We must always be ready to 'Fight Tonight' to defend the Republic of Korea. That is not enough – we must also maintain the trust and respect of the Korean people.
“The 10,000 Soldiers of the Division serve with honor and professionalism; however, recent acts of indiscipline by 10 Soldiers have undermined the overall readiness of the command and impacted our relationship with our Korean neighbors.
“I am very concerned by these recent incidents. We will not tolerate our 60-year plus relationship being tarnished by the inappropriate behavior of 10 Soldiers.
“Our Soldiers are subject to Korean law and we continue to work in complete cooperation with the Korea National Police and ROK Ministry of Justice to ensure those laws are respected. Pending the outcomes of the investigations and actions of the ROK justice system, these Soldiers will be processed for possible elimination from the United States Army.
“Yesterday, I directed the following actions that apply to each of the 10,000 Soldiers assigned to the 2nd Infantry Division. These actions include the suspension of alcohol consumption, termination of all three and four-day weekend passes, a complete review of the pass policy, responsible conduct training, review of all Soldiers who have had past misconduct, and leadership seminars that will focus on our discipline and its relationship to readiness. As part of this effort, we are also reviewing all training and risk assessment measures to ensure the overall readiness of the command given heightened tensions.
We are grateful for the enduring support of our local friends and neighbors. We will not allow the actions of 10 individuals to damage our 60-year Alliance forged in the blood of the Korean War that has stood strong ever since.
